Scarifying pulls thatch and moss out at the surface. Aerating opens the soil below it to air and water. They fix different problems, sometimes you need both, and this page works out which from what you can actually see.

Scarifying and aerating fix different problems
Scarifying is a surface operation. It rakes out the thatch and moss lying between the grass
and the soil, so water can get down and air can move between the plants. Aerating is a
sub-surface operation. It punches holes into compacted ground so air and water reach the
roots. Neither does the other's job, and a tired lawn quite often needs both.

The field test
There is a simple check that beats guessing. Part the grass with your fingers and look at the
base of the plants. If you cannot see soil between the blades, the surface has closed over and
scarifying would help. That test is why the selector above asks about it separately from your
impression of the thatch: it can raise the answer on its own.
When both are needed, order matters
Scarify first, then aerate. Taking the thatch off the surface before spiking means the new
holes are not immediately packed with the debris you have just loosened. Doing it the other way
round wastes most of the aeration.
Equipment, in general terms
Scarifying by hand means a spring-tined rake and real effort; a powered scarifier or a
scarifying mower attachment does the same job faster on a larger lawn. Aerating by hand means a
garden fork; powered aerators exist, and hollow-tine versions extract plugs of soil rather than
just slitting it. This page names no brands, models, prices or suppliers, and links to none.

The mild, damp conditions of early autumn suit this maintenance, and the key tasks are best done in September or October — though not all of them are needed every year.
Raking or scarifying removes thatch, which helps water reach the soil and improves air circulation between the grass plants.
The field test: if you cannot see the soil between the blades of grass, the lawn would benefit from scarifying.
Rake vigorously with a spring-tined rake, aiming to reduce loose debris without uprooting the grass, then compost what comes out.
Aerating improves the movement of air and water among the grass roots. Spike with a garden fork, holes 10–15cm apart, as deep as the tines will go, working the fork back and forth to enlarge them.
On a large lawn, concentrate on the most worn or compacted areas, or aerate a different area each autumn.
For most lawns aerating every two to three years is adequate; on clay or waterlogged soil a hollow-tined aerator is better, every three to four years.
Top-dressing is the next step after aerating: six parts sharp sand, three parts loam and one part well-rotted compost or soil improver, raked into the holes. It is particularly useful on heavy soil.
